Process Order TR only created with one item, instead of all items

A process order was released and generated TRs automatically as expected. However, when the process order was rescheduled, the old TRs quantities were zero'd and a new TR generated, which from my understanding is expected behavior. But this new TR only had one item on it, meaning there was no TR for several of the required materials. There were no missing parts listed and a manual check showed available stock. What could be the cause of this?

"old TRs quantities were zero'd and a new TR" Did you check whether all the quantity has been made zero, is there any stock lying in the PSA bin if stock is > requirement quantity then system won't create the TR. It would be better if you can share stock detail and screenshot of other steps so that we can analyze and provide some support
