I used this link all the time when I'm developing workflows and what have you:

The last couple of days, it's been giving me a "Page Not Found" error quite a bit. Has this been moved? If so, where to? I would really appreciate being able to use this resource again.

I just tried opening the link and it worked sweet.
I copied the dse.chm file from the location "\usr\sap\IdM\Identity Center" in my server and placed in desktop for easier and offline access.

That's a great idea, but SAP updates the online help on a regular basis.
Brandon, it does go down from time to time, give it another try. I've also found trying a different DNS such as google's (8.8.8.8) helps sometimes.
