The reason is very simple, the activities which you are transporting are related to the services which are already in production, some times what happens is when deploying some of the services might not be active and running, if you are using 7.0 try log into Visual Admin and see if the associated services are down/not active, if so, restart the services on all the nodes. and see imports will be done in minutes.
If you are using 7.3 system log into NWA and stop and start the all the services along with the .ear if that system application has any.
and finally check the OS level log to see the user who is deploying has all the required authorizations to deploy on to the Production system. If you are using Netweaver 7.0 system, the person who is deploying need to assign J2EE_ADMIN role and check to see the password is not expired, check the SDM password not expired, and also check the secure store password which is also not expired.
