Repeated email Trigerring on single action

Hi ,,

I have trigerring email to with action merge option as "Max 1 action for each action definition" but it is resptricting it to a single time process when returning back to same status it is not trigerring.

then i have tried with "Max 1 unprocessed action for each action definition " but this is trgieering mail many times to the single action.

I am using workflow for trigerring of mail

But it is trigerring to many times.

I have tried implementing note

865619 - Actions should only be scheduled if status is newly set .

but is not working properly as expected.

Kindly suggest if any one know.
