Hello,
We are on BI 4.1 SP3 Patch3 and SAP BO Mobile App is on version 6.0.9. We tested the correct deployment of the war files by using this link
http://servername:8080/MobileBIService/MessageHandlerServlet?message=GetVersion and below is the screenshot:
We created the connections as per this document but we face MOB 06031 errors. One observation is that there is no server.properties file in the custom folder \\<server>\tomcat\webapps\MOBIServer\WEB-INF\config\custom
What are we missing to connect to the mobile BI server?

It seems the war file is deployed correctly.
How are you connecting your device to the BO server?
Is it a direct connection? i.e device - tomcat - server
Or, you use a load balancer?
Seems to be an ipad that you are trying to connect? Is it ipad version 2? whats the IOS version? is it ios 8
Can you attach a screen of your connection details?
Can you try to access http://servername:8080 through your safari browser on ipad?

Thanks for your prompt response. We are connection the device via device - tomcat - server.
We are connecting via iPad 4 on iOS 8.
Belowa re the connection details:
Connection Name : Test
Server URL : http://<servername>:8080
CMS name : <server>:6400
Authentication mode - Enterprise
I am not able to access http://servername:8080 from the safari browser.

It seems that you need to sort that out first. you should be able to access the servername:8080 from safari browser.
The above will confirm that your ipad is on the same network as your BO server.
Ipad is like a client tool. When you access BI launchpad URL from a client machine, the request goes to the server machine.
Similary, the IPAD needs to be connected ( with either Wifi or VPN ) as per your company policy to access that network.
Once the ipad is in that network, it will be just like a client machine in your hand!!
May be you can ask your network administrator to configure that for you.
If you are able to access internet sites on your device, this means, its already accessing Wifi.
