Hi Frans,
At a high level, one is made by SAP and the other is not.
Rather than ask what the technology driver is, can you outline the use case? I think then we can tell you more. I'm assuming you're trying to sell into an SAP shop, so I would probably advance the idea that staying in the SAP landscape makes the most sense. Also SAP IDM has the best provisioning for SAP Systems. Going back to IDM's origins, it's also an excellent tool for provisioning to any ODBC, JDBC, LDAP, text based, or API based application. (Wow, you'd think I used to work for MaXware or something )
I believe there are also some Gartner based studies that suggest when a customer is looking for an Identity Management system, the background infrastructure (security, ERP, database) can be a significant driver (e.g., it doesn't make much sense to use Oracle OIM on a Microsoft SQL Server based, SAP environment)
