Hi,
If you do transport between the clients in the samebox, there are lot of objects and table which are not client dependent are updating automatically. Where consultant are getting problem.

it has been solved earlier, This was the DEV +QAS in the one system.

According to your info, you are not talking about a 2 system landscape but about a system with 2 clients...
It is not really a good idea to use one system and create two clients there and use it as if it are seperate systems.
I don't really see how target groups are going to help out since the not client dependant entries are updated anyhow. Regardless if you specify a client where the transport goes to, or the full system.
Give some more info on the usage of these two clients ? And possibly what kind of system etc ?

You need to setup Target Groups in your transport route,
