NIECONN_REFUSED (WSAETIMEDOUT: Connection Timed Out), NiRawContent failed in plugin_fopen()

Hi,

     Unable to start SAP Solution Manager 7.1 after restart.

What I have performed:

Installed Solution Manager 7.1

SOLMAN_SETUP ----> System Preparation ------> Created users and updated authorizations

                                  System Preparation -------> checking initial configurations

System got Restart.

I tried to start the instance, I got the above said error and not able to start Solution Manager.

System Details:

OS : Win NT 2008

DB:   MAX DB

Kernel: Updated with latest available.

Passwords : All Passwords are same.

Its fixed.

Work around:

OS : checked services file and removed unwanted  port entries (port/tcp) duplicating with same host name.

Corrected the Profile which had wrong host name.
