SAP Component not updating with BAPI_NOTIFICATION_CREATE

Dear Experts,

      I am using FM BAPI_NOTIFICATION_CREATE to create Tickets in solution manager. Few SAP components like MM, HR, PS, FI are updating but other components like ABAP, BASIS are not updating. Can anyone please help me what might be the problem and solution behind this.
