We are working on an interface to automatically update rate tables in TM. For each validity period, there is a status 'Released' or 'In Process'. While adding a new validity via the interface, is it required to change the status on other validity periods to 'In Process'? What about closing an existing validity? Is it required to make it 'In Process' before updating Valid-To date?

When a new validity in entered in the rate table, old validity need not be changed to 'In Process' status. Both rate validities could be in 'Released' status, because at the same time both the rates could be valid in respective validity periods.
Though system will not allow you to create two validities with overlapping dates. There is no closing of existing validity, you can just change 'valid to' date to a past date or change status to 'In Process'.
No, it is not required to change status of validity to 'In Process' before updating 'valid to' date.

1.Add a new validity isn't required to change the status.
2.Update the valid-to is required.
You can refer the program "/SCMTMS/RATE_MASS_UPDATE" which is the standard program mass update the rate table.
