Thanks Vikram, the Solution Manager was shut down that's why i could ping it.....
I found the solution at last after checking the Network connection.

Is the network connection allowed between your R/3 server 'solman' and your SAPRouter 'SAPRouter'? You can verify the connectivity by logging on from your SAProuter machine.
Did you maintain the right IP-address and instance number for the server 'solman'?

Assuming that the SAP GUI is configured with the right system number and IP address and if you are still not able to access the SAP system then here is what you need to follow.
1 - Are you connected to the network ?
2 - Check whether the SAP system is running
3 - If the SAP system is down then start the system.
4 - If the system fails to start then check the dev_w0, dev_disp trace files located at /usr/sap/SID/DVEBMGS<00>/work.

There are lot of reasons for above error.Please contact your SOLMAN Administrator fo exact reasons.
Here are some helpful checks:
1)Ping your SOLMAN system from command promt (ping <give hostname>)
2)SOLMAN system went down (dpmon pf=<instance profile>)
3)May be network broken ,check with your network team,
4)All DIALOG workprocess occupied.check work process status from OS level
