Please let me know how Serial Number activated in ASN.
Is any configuration needed to activate it ?

There is a catch in the serial no upload. Since we use this rampantly, and I developed the solution so am aware of this.
The issue is that you cannot do a mass upload of serial nos using this.
Suppose you have 50 products that the Vendor is shipping, and each has a serial no for warranty requirement, then do u ask the vendor to go to the option and upload 50 times?

So the solution is not standard SAP. You need a webdynpro chap to enhance the webscreen to give you an option to upload an excel csv file.
The excel file will be having only serial nos in sequence. (Assumption here is that its the same product that you have in one ASN). So assuming its a mouse for eg, then its Mouse Model ABC qty 50. So the Serial no can be SERIAL1, SERIAL2, SERIAL3... SERIAL50; in one column. which will get uploaded.
Behind the scene, you will have a logic that will check if there is another serial no, if yes, then repeat the code to add another line, return the serial no value to it. loop it. Continue until no more serial nos available, then stop.
Maybe you could also add a logic to check the no of components in the ASN, and return value based on both excel not returning INITIAL and ASN qty greater than already no of values returned.

There are no specific configuration for serial number in SNC. This is a standard functionality which allows supplier to enter the serial numbers at item level during ASN creation.
The only draw back is supplier can enter Serial numbers into ASN via SNC web ui only, duelist download file do not have the option to upload ASN with serial numbers.
Coming on to the issue you are having to enter the serial number, we have faced this issue earlier when we were trying to enter gross weight and volume information during ASN creation.
We applied the OSS note : 1503933 (Description of the SAP note is incorrect) in our system and this fixed our issue. Not sure if this note is still valid for latest version of SNC. But you can check and implement this note.
If you are still getting the error, pls try to assign SAP_ALL role to your id and try creating the ASN. If that works then its an issue with the user access.

On ASN Maintenance Screen
Select ASN line item and click on ASN Item details.
You can now see item level details appear
Next tab to ASN Item details is Serial Number Tab
You can ADD serial number for ASN item there.

Go to SNC portal
First maintain Master Data ->Number Range -> Number Range attributes
then maintain Master Data -> Number Range -> ASN Number range Intervals
