Just want to ask ... any recommendation on how to maintain "accountability" in SAP, when User ID is defined by position? HR module is not used.
For example: user id: Accounting Staff. How to set it up in SAP so that II could link it to a person?

You can create the HR Org using transaction PPOSE for the same. Like each employee of a company have employee ID in SAP a person number (PERNR) get created for each user during HR organization creation. Now a each empolyee have different data set like SAP ID, MAIL ID, POSITION , ADDRESS , SALARY etc, these set of data are called info types of an empoyee (PERNR).
PERNR- SAP ID (info type 0105 and sub type 0001)
PERNR- MAIL ID (info type 0105 and sub type 0010)
You can check the details in PA0105 table. Also if you have PERNR of a person you can check the different infotype data using Transaction PA30 , PA20.

A user is linked to a person via infotype 0105 subtype 0001 in the person master record. but I agree with Anjan, how is this a workflow question?

Hi,
Excute the transaction ppom_old to create simple organisational structure, create Organisation (your company Name). Then create Position (Acocounting postion) and assign it to organisation . Then create Personal no and assign it to Position.
At last assign user id to Position
