Perform the below steps from 000 client of your domain controller and perform the various steps I had told earlier.
Please go to STMS-> Click on Overview from the menu tab->Systems (For the system having issues)
Highlight that system and on the right hand side update the configuration under config tab.
It should be green.
If it is not happening then something is wrong with TMS rfc connections.

go to SMSY and navigate to the Product systems and select your landscape from the list below.
Open the system and click on Header Data..check what is the value of Transport Domain being populated there, if its not the correct value , do click on "Read System Data Remote" button and wait for the action to finish. If it is finished without errors. the correct value of Transport domain would be populated.

Please check the below
1. Transport directory permissions.
2. Execute SM59->ABAP connections (TMSADM@<domain_controller>
3. Go to System Overview->Highlight that system and click update configuration icon.
4. Check /usr/sap/trans filesysetm/mount point is accessible in target.
5. Check if "sapservice<sid>" being locked.?
6. Try to check for parameters :- TPPARAM, TP_DOMAIN_[SID].PFL and tpparam_inst[SID]
7. Finally rebooting the server will solve it temporarily.
