Display Group Header when first listing is suppressed

I want to display a Group Header with a list depending on a user input that suppresses ones that do not match.  The problem I have is when the first line matches the suppress statement it suppresses the GH but there are listings that fall under the GH.  How can I fix this?  Below is an example. When GH2 - Street is not suppressed it shows the GH but when GH2 - Street is suppressed so is GH.  I also do not want to show every GH, only the ones that have data that is not suppressed.

GH - SR 0001

     GH2 - Street

     GH2- Street2

     GH2- Street2

GH- SR 0003

     GH2 - Street

     GH2 - Street2

Hello Matt,

Can you please provide any screenshot ?

One suggestion : section expert -> Group H2 -> check suppress and write a formula in this.

or

Report menu -> selection formulas -> Group selection wrote formula in this..
