Stop the SAP system manually and remove the files under E:\usr\sap\{MS\DVEBMGS00\exe
If you are not able to remove some files then stop the SAP services from services.msc and remove those files. Repeat in SUM.

Also check note 1556113 - sapevents.dll in DIR_CT_RUN is locked

For above, after giving the rights, have you re-started SUM again ?
Have you given proper user and group permissions ?
