missing cost assignment summary on last page of expense report

All,

Can anyone tell me where the cost assignment summary gets it's data?   We have some situations where the summary is not showing anything and we haven't been able to identify where the data is coming from.   I think it is somehow related to the expense type and/or the expense type cost center combination.   I thought it had something to do with the KOART2 field in table T706K (account assignment type =X) but found an example that disproved that theory. 

Ideas anyone?

The lines highlighted in yellow are missing from time to time.

this did have to do with configuration for wage types.
