I googled using the terms "sap redisplay system message" but only came up with info on how to use SM02 and how to create messages and display them to users.
What I am looking for is a way for the user to re-display the system message. Currently, our messages are only displayed once when you log on for the first time that day. If you log out, and come back later and log in, you don't get the message.
It would be nice to be able to recall the system message. In some development, test and support clients, we us the system message to tell when the last time the system was refreshed from the production server as well as planned outages. It would be nice to be able to check that message when ever we need to.
Any ideas?

The customer wants to restore the old behavior. In other words, the customer wants the system to display messages again after each login activity.

Nope.. I don't want it to be a system wide change. That note causes the message to display at every log in, not just the first log in of the day.
I want the users to be able to redisplay it when ever they want to. And not have to log out and back in to do so, (which they would still have to if we used the note).
