i have assigned my user with the role SAP_MDGS_LVC_REQ_03 and SAP_MDGS_REQ_03, but i can't create a new erp vendor. I have this Not

Hi Marcel,

your CVI configuration does not fit to the vendor like respectively lean requestor UI. You can either change your CVI configuration or use the supplier UI. In both cases ensure that you have setup your system according to the MDG configuration guides.

your trying to implement the BAPI which is already exist,the issue your facing because the you have assing the two BP roles in your configuration.
