Creat layer SCAP STMS

Hi Gurus,

My ABAP developer colleague needs to aply a note (1903125 - Pre-Implementation Objects I). He needs to creat a package INT_TMF_NF_ACCT in the transport layer SCAP. But to create this new transport layer, i need that the layer SCAP exists, but this layer doesn't exist. How can I create this new layer SCAP in the SAP?

Can you help me please?

But this SCN link (the note that he says - 1517894) is to add the package on the layer SAP (Standart Layer). I need to create a new layer (SCAP), and create a transport layer with this layer SCAP to add the package INT_TMF_NF_ACCT in the transport layer SCAP.

Can you tell me how I create a new layer (SCAP)?
