It is possible to view the SM21 log without GUI access? OS level perhaps?

you can display syslog on OS level with rslgview program as described in the note:
712706 - Program RSLGVIEW - reading the SAP system log without system
Or you can read it also with sapcontrol command like this:
sapcontrol -nr NN -format script -function ABAPReadSyslog
with NN - instance number

I belive you can also view syslogs with SAPMMC.

But unfortunately it is not very easy to read. It should be encoded somehow...I do not know how.
