Our requirement is to give usage decision code only when Actual Lot Qty is Zero.

if there is open qty ud should not to be possible

Use User status profile as per below screen shots for your requirement.

T.code: BS02

After creation of status profile assign it in to inspection type and check ur scenario again.

You can use user exist QEVA0001 Enhancement: Quantity posting for usage decision.

Or

You can use the usage decision code group to post the whole quantity into unrestricted at usage decision.

Settings : QS52 --> Selected Set Codes --> select Posting proposal UD.
