Hello Karthi,
This is due to the assignment of User Status profile in your Sales document either header or item level.
First you can check the header and item status tab in the sales document in VA03 so you will have a idea in level it is assigned. Then find the Status Profile which you can check in the BS02 to have a look at which status will allow you to create the return delivery.
I think this will resolve your issue.
