My apologies - I misunderstood what you meant by "configuration"!
If you can login and see SAPgui transactions, but don't see the gear icon to get to the editor, then this is a permissions problem. You need to assign your user an appropriate Personas role for the system you are connecting to. This role is either "FULL_EDIT_ACCESS" or "ADMIN_ROLE" depending on your version, assuming you want full access. Other roles and their capabilities are described in the configuration guide.
You do this role assignment in, you guessed it, transaction /persos/admin_ui...
