This is right, I missed that the original poster said he was running AI_CRM_UPDATE_FROM_SAP_ISV. This program is only for ISVs. If you don't know what an ISV is, you probably should not use the program AI_CRM_UPDATE_FROM_SAP_ISV to update the incidents in the Solution Manager

Make sure that the S user for the SAP-OSS RFC is correct.
Make sure that the AISUSER contact assignment of the user ID linked to the Business Partner of the processor partner function in the incident is correct.
If all this looks correct, it might be the case that you are a VAR service provider and have a single RFC for all customers. In these cases, the SAP backend systems check if your VAR SAP customer number is registered as the Business Partner providing support for the installation number of the system for which the incident was created (the IBase component makes reference to this install number). If the check is negative, and it turns out that you are not registered at SAP as the support organization for the install, the error message appears.
So, there are three different causes for the error. You can check the first two, but only SAP personnel can check the third one.
