please ensure that batch scheduler is running, please check it in the transaction SM61. Please ensure, that you have free batch work processes. And please execute a consistency check in the transaction SM65 > Goto > Additional tests, please choose "Consistency check DB tables", execute. If inconsistenies are found please run this check again and choose "Consistency check DB tables" and "Remove Inconsistencies". You should run it, when nothing is executed on the system since locks will be set on several tables.

when i have check the SM50 my all backgrounds jobs process are on hold, that's the reason my all other background jobs are on waiting , i have clear my hold jobs and all background jobs are process successfully thanks all for your responses.

as other tell you, please check SM21 but also check other STCODES such as: SM12, SM13, ST06, DB02, .. and find out what is going on your system.
At OS level, check log files under /usr/sap/PRD/DVEBM*/work
One question, are you running jobs in the standard way or you/your company is using another job scheduling tool such as SAP CPS?
