Hi ,
OS: windows server 2008 r2
databse: Oracle
SAP: Netweaver 2004s
When SAP is started on windows 2008,
the CPU utilization is very high, and performance of the system decreases.
please help me to solve this issue ?

In addition to above kindly share process running details on the system (Task Manager active processes). Are you performed any other installation or configurations on Windows Server 2008.Kindly confirm ?
Also try to check for any network related issues at your end .

Sort the processes in ascending order and see which process has the top CPU consumption.
If it is Oracle then check what is happening at the DB level.
If it is disp+work then check what that work process is doing.

which process on OS level is consuming CPU? Sometimes sapstartsrv can consume CPU, please check the process list in task manager.

2) Oracle database version
3) Which SAP product is being installed and used on this server ?
4) Attach init<SID>.ora file
