MDG-M: CR fields are not available for edit

Hello, Experts!

I'm not possible to create a CR in MDG-M because the CR fields are not available for edit (exception: blocks Change Request, Classification). There is something what confused: for component customizing BS_MAT_OVP_LAYOUT in block "Additional Settings" for "Edit Mode" set value "Read-Only". But the system displayed an error message "Web site can not be displayed error" when I replaced the value on "Edit" and created the CR. Or the reason of this situation is different? Please, help

Did you create a copy of the WDA configuration? What is it called?

We created ZMD_BS_MAT_OVP_LAYOUT. But the situation has not changed - the fields are not available for edit.
