how system picks up pricing while doing billing?
Yes. You can have multiple packing for a product. You can configure handling unit for the same.
While doing billing the price can be picked through 2 options:
1. Price is copied from sales order (if required taxes / freight / etc) may be modified.
2. If we have different Document pricing in Billing Type compared to Sales Order type, this can call for different pricing procedure in billing type.

Packing delivery items in handling units (HUs) and allocating individual items to several handling units.
In addition to the standard packing of delivery items in handling units, you have the option of automatically packing a specific quantity into several different handling units.
Multi-level packing
You can pack handling units in one another. In this case, packing is multi-level. The number of possible packing levels is 999999.
Unpacking items that were already packed
Items that have already been packed can be unpacked again. This is also the case for multi-level-packed handling units.
The price for the packing material enters at the time of billing though we introduce them at delivery level. and is copied to the billing through the copy controls.

yes, you can. You can use automatic packing or do it manually

It copies prices from sales order, you can control how and if redetermine prices in copy control (tcode VTFA, VTFL)
