The issue relating to the dump can be resolved by ensuring that the Number of Items in the search screen are restricted to some number (say 1000). This will ensure that the number of items shown on the screen does not go beyond the restrcited number and hence would reduce the chances of a dump.
Now relating to restriction of posting the confirmation through Central Confirmation Tab it is depends on the user who is actually doing the Confirmation.
Now assuming that the Confirmation would be done by the Requester who had created the SC then in this case since he does not have the Central Recipient Role assigned then this Tab would not be visible to him. So in this case the issue would not encounter.
However the Central Confirmation is a standard functionality and provided by SAP to ensure the procurement department / central recipient to post the confirmation on behalf of other users who had created the SC the only option to prevent the dump is to restrict the number of items to be displayed.
Request you to check the query screen of the Central Confirmation which is user and then inform them accordingly what needs to be done. If you can provide the screen which is currently used to query then would be able to help better.
