What does the log file /usr/sap/trans/SUM/abap/log/SAPCPESTD.OUT contain ?

Also supply the sapcpe.SAV SAPCPE.SAV SAPCPE.OUT files

so one of the file is not copied. Please check the sapcpe.log and sapcpe.SAV log to identify the file.
This could be a permission issue.

Hello

There is a file in the source directory which is owned by root. Check sapcpe.log for the file name. Change the ownership of this file  to <sid>adm and re-try the step. Check  for details.
