Dear,
Please share the steps to take offline backup of the netweaver java server in aix 7 and also how to restore the same.

It depends on what the release of the portal system is. As far as I know the newer versions of NetWeaver portal stores the data in the database and can be restore with the database backup.
If the portal is based on older versions of NetWeaver then you will need to do an export of the J2EE stack on the source system and import that into the target system using sapinst (for refresh) or restore of database backup and the file system backup for data consistency.

please go through below SAP document for details.
Along with database backup, you need a filesystem backup as well for Java system(Create a backup of the SAP system directory /usr/sap/<SID>.).
