If the business requirements for the credit/debit memos are very similar to each other, and the layout is the same as the standard invoice, you could use the same Smartform and have it dynamically adjust depending on the billing type. From my experience, you develop one invoice, and use it for credit/debit as well.
Take a look at some of the sample invoices (LB_BIL_INVOICE) and you will see how they dynamically determine the billing type to vary titles and headers.
