Charm unable to change phase of maitenance cycle

Hi Experts

We configured charm in our Implementation  landscape with 5 Tier and while changing the phase from Test to Go-live prepration

we dont see the next phase option in actions tab and also getting below error

"Lower-level change procedures to be checked"

Now we are in test phase of the maintenance cycle of the project implementation landscape

When we click on actions tab we can see Reset to previous phase, Update maintenance cycle and go to tasklist .Cant find next phase and showing above error

Please help to solve on this or let me know if anythign to be checked

I checked both the notes  and this is not applicable for our version since we are already in SP10

Please check if you have  maintained in SM34 -> AIC_SETTINGS-> <Transaction type>

Yes vikram. Transaction type is maintained in that table
