Simulation level of role

I'm trying to make a simulation role (either random) SE16N ADDING the transaction, but does not throw me any risk, that is? this only happens with the roles, since user analyze the risks and throws me.

The role in which you are trying to add SE16N may not be having conflicting values for SE16N, so it will not show you any risk during simulation.

While for user simulation it may be having conflicting function for SE16N, to show you as a risk.

expand the selection criteria.

May be issue with ruleset as well.
