DB2 connect failed

Hi Guys

I am getting the following error after fix pack 9 installation &r ebooted the OS  server  , anyone able to assist .

E:\Script>db2 connect to ECT

SQL2071N  An error occurred while accessing the shared library

"E:\db2\db2ect\db2_software\bin\db2tsm.dll". Reason code: "1".

OS:Windows 2008 R2

Database :DB2 9.7

Hi Clement

Can see user id releated log in trace file.

It may be issue with id
