We have a similar Issue SM_CCL:QUAL_XXX_0020275865 was aborted and SAP has suggested the below
The Quality collector job is failing because ATC is not properly configured for the Managed system.
According to SE16 table e2e_efwk_log, there is no ATC data being extracted from the managed system.
I also attempted to run the remote function call SATC_CI_GET_RESULT_CATALOG, and it failed to produce records.
I've attached a link which outlines the method of ensuring ATC is properly configured. (ATC_config).
Once ATC has been properly configured, the QUALITY job should run to completion.

I checked UPL collecting in managed system using program /SDF/UPL_CONTROL and there checked job status (it may use RFC_READ user - note 1955501). You should reschedule it.
And then restart job in Solution Manager SM_CCL:UPL_SID>_<Installation)Number>. After that job SM_CCL:LUSG_SID>_<Installation)Number>.

I am also facing this issue in SOLMAN_SETUP -> Custom Code Management -> Step 7.2 Schedule Collector Jobs.
The following 2 jobs SM_CCL:LUSG_IDS_0020501346 and SM_CCL:QUAL_IDS_0020501346 were aborted. I tried to follow the solutions proposed in this post but without any success.
Do you have any help to provide me?

Could you please check RTCCTOOL via SE38 or SA38. You should have implemented all notes for CCM. (For checking notes for CCM check Goto->Change settings->Prepare for CCM (Custom Code Management in RTCCTOOL))

To resolve the issue with last usage job(Job SM_CCL:LUSG*) failing I had to do the following suggested by SAP:
1. Apply OSS Note 2034830 which looks like you already applied. Re-Run BW UPL Activation step 1. Validate that the mentioned BW objects were activated successfully as per note.
2. Apply OSS note 1969077 and also implement manual steps in attached PDF to create BW query 0SM_UPL_USED_OBJS_ON_DATE_LONG. Since this query was missing from my system the Last Usage Job kept on failing.
Those were the steps to correct my particular issue. I would suggest you also open a message with SAP as your particular issue may be different?
From my knowledge you can solve above issue by updating ST-BCO component to latest 11 or 12 and activate the CCLM BW querys in RSA1->BI Content->Query Elements->Query->Select objects
activate queries
1. Start transaction code RSA1 (BW Setup)
2. Click on "BI content"
3. Click on "Object Types"
4. Navigate to "Query Elements" - "Query" - "Select Objects" Double Click
5. Navigate to "SAP Solution Manager - Custom Code Lifecycle Management"
6. Navigate to "UPL information"
7. Press F7 in the window to see the technical names, if they are not displayed
8. Select all queries listed above, by clicking on "Transfer"
9. Flag on the right side all entries and click on "Install" with subselection "Install"
10. Wait
11. Check the status - then the query is activated
12. The queries can be executed and checked via the transaction "RSRT".
and with RFC error,Check RFC connection in SM59 and check ping test with FM 'RFC_PING'
