saplikey error during installation of NW731 Application Server ABAP

I'm Installing ABAP application server using distributed setup. my sap application would be on window and oracle db in linux.

i hit error on ABAP post installation activities.

       An error occurred while processing option SAP Enhancement Package 1 for SAP NetWeaver 7.3 > Oracle > SAP Systems > Application Server ABAP > Distributed System > Primary Application Server Instance( Last error reported by the step: Process call 'D:\usr\sap\BWD\SYS\exe\uc\NTAMD64\saplikey pf=\\sings1w8vbwd1\sapmnt\BWD\SYS\profile\BWD_DVEBMGS00_sings1w8vbwd1 -install_first_temp L1065823042 XXXXXX' exits with error code 2. For details see log file(s) saplikey.log, dev_slic.).

in my default profile i added rsdb/ssfs_connect = 1 to connect to database using ssfs.

Please follow SAP Note 1618816 - Permanent or Temporary License Already Exists In Systemcopy

If possible please share files saplikey.log, dev_slic

Could you please share your current kernel version.Also follow SAP note   1867071 - saplikey: failed to load shared library when connecting to the database
