1483508 - Solution Manager 7.1: Root Cause Analysis pre-requisites
You might hesitate for going ahead with this note, as it is related to RCA, but in reality updating LM-Service patch level for your version as per this note resolves all such errors.

Please do the followings:
t-code SOLMAN_SETUP -> 'Managed System Configuration' -> <SID of the
managed system> in this case the managed system is solution manager
system itself-> step 4 'Assign Diagnostics Agent' -> Assign agent
