Add approver to workflow(ad hoc)

Dear All,

We are on SRM 5.5 and trying to tailor to our needs Vendor bid approval workflow. We would like to add ad hoc approver but with standard workflow 79000002, after adding approver, it goes also to the next step(TS79007914) and goes to manager. We need only this ad hoc approver so I copied the workflow to our own number range and activated(did not delete the TS... step yet). Now, although both are identical, we are not able to add approvers(buttons are grey). Do you know what can be the reason? What is your experience with this workflow? Do you use ad hoc approvers?
