I am getting the same symptom when doing a system copy for a 7.4 system.
This was a PI 7.1 system that was upgraded to PI 7.4 SP 7. The newer SWPMs all have the same issue and the SWPM SP 4 or earlier are using media that's too old (no N7.40 SR1 or SR 2). Any ideas or suggestions?

Try with correct version of SWPM.
