TR during SOLAR01 upload

hi all

we are having only one solution manager system in the landscape  for SOLAR 01 and 02 . in the same system i had the configured the solar_project_admin for the  project setup and its has asked for the TR and given the  TR's and saved the project. the project created is template project.

Now i had handed over the system to my team to start uploading the documents in SOLAR01. for each upload of the documents in gen and proj documentation , it is asking for workbench TR to be entered.

i feel no TR's is needed to upload the documents. I had changed all the four settings in SCC4 and SE06 to modifiabale to all . But still its asking for the TR.

Please help here to resolve the issue.

is it standard from SAP that template projects will be asked for TR's where as implementation project doesn't ask for TR during the document upload in solar01 ?

the problem is for each and every upload in solar01 is asking for TR to be updated in the template project ? is these correct process ?
