You have a tipical autorization problem, you need to verify if the user that you are logon to exec the install its a domain admin / Administrator.
Then restart the install again.
Tell if its work for you.

Let me see if i can help you.
You are on a domain rigth? if yes, check how the SAPserviceSID user its create and well created, then in you server change the local policy, like someone say before gpedit.msc.
But if you are in a domain, the domain policy are on top of priority, so even if you change the local policy, maybe cannot be aplied.
Now my questions:
Why do you want to logon with SAPservice user? Normally its only a service user.

Dear SAM,
Simple logic.
Scratch everything if possible and restart the installation using root user id if its linux flavour and if its windows use the Administrator account itself.
This is typical authorization issue. All the best.

Check to make sure the user(local admin) running installtion have proper authrorization to create SAP users
<sapsid>adm SAP system Administrator
SAPService<SAPSID> SAP Service account
db2<dbsid> Database Administrator
sap<sapsid> Default ABAP connect user
In first couple of sapinst screens there is screen about creating domain account or local admin.
In case u don't have domain right ask your domain admin to create users with proper groups as described in installtion guide.

Hi All, Local administrator has all rights and it has created SAP system Administrator,SAP Service account,Database Administrator and Default ABAP connect user.When iam running pre requisites of operating system users and groups, it has been completed successfully but when sapinst starts it stops installation at "create users for sap system".The other aspect is that iam unable to login with "sapservice(SID)".When trying to login with sapservice(sid),getting an error message that "local policy of the system does not permit you to logon interactively". Try to go start---> run -->gpedit.msc
Under Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment
In the right-hand panel, locate the entry named "Allow Log on through Terminal Services" and double-click on it.
On the new dialog box, click "Add User or Group."
Type "everyone" into the available text box and click "Check Names". After that Click OK on the "Allow Log on through Terminal Services" window.
Try to check once again and confirm.

With ref of the image attached,it suspected some issue with OS installation also and you're facing issues like as under image.(lack of permissions as well as missing of some OS related files) .
Try to resolve this issue by taking help of your OS Admin.
Meanwhile you can try to do below steps :
If other system variables appear, do not remove them.

Is your user id equivalent to root on UNIX system? at same time in windows OS you have to create the same user id with administrator privileges (in both system user id and password should be same).
for example if you are using user id SAPINST equivalent to root access in Unix system, same user id and password you have to create in windows OS local user id with administrator privileges

Please recheck your system host entries first and also confirm from which user you are performing installation,make sure user have admin rights as well.
Second please share Regional and Language option value from the OS.It should be English.(Default language)
