Hello Jorg,
As there could be various reasons depending on your procedure setting as well as the information in the doumnet, it's hard to see what's the exact reason.
If you are confortable with debugging, simply set a breakpoint at Function Module '/SAPSLL/ACT_LEG_REG_SERV_GET', and press F6 to see potential errors.

Considering the departure and destination countries, have you activated any Legal Regulations?
