SUM phase Execution failed to create instance

Hi dear SAP gurus,

    Im facing a problem upgrading solution Manager Win-MSSQL from 7.0 EHP1 to 7.1 while creating instance service:

Return code condition success evaluated to false for process sapstartsrv.exe for action install service.

I deleted service wit command sc delete, then restarted server, but problem didn't succeed

I also tried to create instance using sapstartsrv, and introducing required information manually, and the message is the same "service not started"

then tried to start service manually and it doesn't start because there is another service running, I checked Tas Manager and there is not other sapstartsrv.exe running

I can delete service:

sc delete SAPSMC_00

[SC] DeleteService SUCCESS

Hi Jose,

Paste the log INSTALL_SERVICE_00_07.OUT.

Also check whether sidadm has the authorization to create a service.
