solman_setup not calling and open browser

Dear Experts,

I recently upgrde my solution manager 7.1 sp11 .

after upgrade I run transaction solman_setup , or LMDB etc ( which calling browser ) not open give me following error

500 SAP Internal Server Error

ERROR: Access via 'NULL' object reference not possible. (termination: RABAX_STATE)

Karthikeyan sap note 1972327 implemented successfully

I seems to me explorer issue becuse call solman_setup  check it from different desktop machine

in 2nd desktop solman_setup open explore page but it's blank

it seems to me some kind of internet explore security issue like java not call etc.

Thanks all for help full information sharing

not dump exists in st22 related to this issue

when I run solman_setup LMDB etc which are calling or open in browser they are not run infect when I run above command browser not open .

I apply  http://service.sap.com/sap/support/notes/2002333

but not solved this issue.
