Error "Get ProcessList Failed: 800706BA" The RPC Server is unavailable

Good Day

Can anyone assist please I am running a Solution Manager 7.1 system with MS SQL as the DB and when I restarted the server I attempted starting the instances in the MMC and I get the error "Get Process List Failed: 800706" The RPC server is unavailable" I started all the services related to RPC but I am still unable to start the instances...

Check the state of sapstartsrv service for Solution Manager system.

I have gone on service marketplace to search for the SAP note it states "document not released" is there an alternative SAP note I can use?  I also used to search terms Error "(800706BA) RPC server is unavailable and was still unable to get any other sap note..

SAP Note #23538: Problems due to inconsistent host name notation

Looks to be issue with inconsistent hostname

1.  Could you share the version details of OS / DB?

2. Is it possible to do windows update & security patches from Microsoft site. what is the MS Sql DB service pack?

3. Is this an antivirus software installation with network protection ?
