Enable/Disable SCOPE Edit button in Change Request

Hi All,

Can you please explain the process to enable/disable the SCOPE Edit button when we perform a change request in ChaRM? I believe it should be through a authorization object where we can enable the "EDIT" button next to change scope of Change request?

All the help is highly appreciated?
