Need to know best practice with List of Values - Where and types.

I am planning on using  a master data foundation and would like to place most LOV in the data foundataion so that the 7 universes I need to build over this foundation can inherit the LOV.   The only two types of LOV that can be built in the dfx is Static and Custom Sql. 

Is there a benefit over having the LOV exist in the Business layer?

Does it make a difference to performance using custom sql  in the data foundation versus query panel business object in the business layer?

If you have 7 Business layers its better to have LOV on DFX and share it to all but if there are some LOV that are specific to some Business layer only , its better you have at business layer only else it will increase the size of other universe even they donot require it.

The options of create List of Values are -

1. From the objects

2. From Static List (Some file you have local in your computer , you can use that)

3. From Custom SQL - you can write sql for LOV.
