We are currently transitioning from paper based picking to RF . Process question about using wave picks. If a order puller goes to a BIN for a pick and its empty they confirm short. Can you create another pick based on the group number or at that point do you need to reference the group number ??

As far as standard SAP is concern i personally don't remember that SAP have any capability to immediately create an another transfer order once you short confirm the first transfer order due to stock shortage however i can see a valid business reason what you mentioned and if i can think something like this to avoid this.
you can write a piece of code that whenever u confirm a transfer order due to stock shortage system should block the bin for inventory count and call the function module to create the another transfer order using the group number, now here the basic question is what should be the quantity for the new transfer order is it the same as short confirm quantity ??
might be worthy to explore the exit (MWMTOAU2) for TO creation
